The strongest reason to doubt that Putin had anything to do with the assassination of Nemtsov is the manner in which it was done, a shooting in public near the Kremlin; circumstances clearly intended to generate the maximum publicity.
Here in the United States the government gets rid of its enemies in small plane crashes, single car accidents, or by means of staged suicides. Putin, being former KGB, is just as knowledgeable about such sophisticated means of covering a murderer's tracks. Had Putin wanted Nemtsov dead, we would have heard that Nemtosov had suddenly become very depressed over his failing political fortunes, and decided to kill himself.
Thus, Nemtsov's assassination, as public as it was, was done by others to frame on Putin, to destabilize Russia, not unlike the Kiev snipers who fired on both sides, then framed Yanukovich for it, to drive him from his elected office a year ago.
