Lapid provides a plan in which Egypt takes control of the Gaza Strip for a minimum of 8 years in exchange for international relief for its foreign debt with the opportunity to extend to 15 years with the aim of transferring Gaza to the Palestinian Authority after a process of reform and de-extremism, with measurable indicators.
“I recently presented a plan in Washington for the day after the war in Gaza. At the center of the plan: Egypt will assume responsibility for Gaza for 15 years, while at the same time its external debt of $155 billion will be canceled by the international community.
Egypt will assume responsibility for managing the Gaza Strip for 15 years, while the external debt will be covered by the international community and its regional allies. During this period, Gaza will be rebuilt and the conditions for self-government will be created. Egypt will be the central player and will oversee the reconstruction, which will further strengthen its economy.
This solution has a historical precedent: Egypt ruled Gaza in the past, this was done with the support of the Arab League, with the understanding that this was a temporary situation. The Egyptians held the Gaza Strip under protection on behalf of the Palestinians. This is what needs to happen again today.”

4.Egypt has an interest in the stability of Gaza and the entire region.
5.Egypt wants to prevent the idea of transferring Gaza’s population to Egypt.
6.Egypt has an economic incentive that strengthens its government and helps sustain its citizens.”
“The Model:
1.The current ceasefire will be completed until all hostages are released, with Israel maintaining its perimeter.
2.Egypt will take control of the Gaza Strip through a United Nations Security Council resolution, overseeing both internal security and civil administration.
3.This control will be defined as “custodianship,” with the goal of transferring Gaza to the Palestinian Authority after a process of reform and de-radicalization, based on measurable benchmarks.
4.The reconstruction process will begin under Egyptian supervision, with Saudi Arabia and the Abraham Accords countries participating in working groups modeled after the Negev Forum.
5.The United States will invest in Gaza in coordination with Egypt (according to the Trump plan).
6.Egypt will allow any Gaza resident who wishes to leave and has a destination to do so in an orderly manner.
7.Egypt will work to prevent weapons smuggling into Gaza, dismantle tunnels, and eliminate remaining terrorist infrastructure.
8.A joint Egyptian-Israeli-American security mechanism will be established to address immediate threats.”
