De Lend-Lease Act van 2022 zal het Witte Huis toestaan om ongelimiteerd wapens naar Oekraïne te sturen.
President Joe Biden heeft maandag de Lend-Lease Act van 2022 ondertekend. Deze Act, voorheen gebruikt om de geallieerden te bewapenen tijdens de Tweede Wereldoorlog, zal de Amerikaanse wapenleveringen aan Oekraïne versnellen en is in Kiev warm verwelkomd.
Toen hij de Act in het Witte Huis ondertekende, beloofde Biden door te gaan met het bewapenen van de Oekraïners “tijdens hun gevecht om hun land en hun democratie te verdedigen.” Hij voegde eraan toe dat “de kosten van het gevecht niet goedkoop zijn, maar dat toegeven aan agressie nog veel kost.”
De Act, die afgelopen maand met 417 tegen 10 stemmen door het Congres kwam en geen protest van de Senaat veroorzaakte, heft de limieten op aan de hoeveelheid wapens en andere militaire benodigdheden die Biden naar Oekraïne of naar “andere Oost-Europese landen” kan sturen, hoewel gestipuleerd wordt dat Kiev zal moeten betalen voor alles wat het ontvangt.
Wapens die onder deze Act worden verstuurd staan los van de bijna 4 miljard aan militaire hulp die de Verenigde Staten al naar Oekraine gestuurd hebben sinds het begin van Ruslands militaire operatie in februari, en los van de 33 miljard aan militaire hulp die de president het Congres recent gevraagd heeft goed te keuren.
De oorspronkelijke Lend-Lease Act werd in maart 1941 in het leven geroepen door President Franklin Delano Roosevelt – negen maanden voordat de VS de Tweede Wereldoorlog in ging – en bedroeg tegen september 1945 50,1 miljard dollar (omgerekend naar 2022 is dat ongeveer 980 miljard). Hoewel de geallieerden, inclusief de Sovjetunie, geacht werden voor deze hulp te betalen, accepteerden de VS in plaats daarvan ook de huur van bases voor hun leger.
Het vermogen van Kiev om de VS terug te betalen is op dit moment twijfelachtig, gezien het feit dat de Oekraïense President Volodymyr Zelensky de VS en de EU recent om 7 miljard dollar per maand heeft verzocht om zijn land overeind te houden.
Dat Biden 9 mei uitkoos om de Act uit het WOII-tijdperk te ondertekenen was waarschijnlijk opzettelijk, gezien het feit dat deze datum in Rusland en een aantal voormalige Sovjetlanden jaarlijks gevierd wordt als ‘de Dag van de Overwinning’ om de nederlaag van het fascisme aan het einde van de Tweede Wereldoorlog te herdenken.
Biden verwees maandag tijdens de ondertekeningsceremonie naar de nederlaag van Nazi Duitsland, maar noemde de Dag van de Overwinning niet. In plaats daarvan merkte hij op dat de Europese Gemeenschap voor Kolen en Staal, die later de Europese Unie zou worden, op 9 mei 1950 werd opgericht.
De ondertekening van de Act werd verwelkomd door Kiev. Zelensky noemde het een “historische stap” die Oekraïne en de VS zal helpen “weer samen te overwinnen… net als 77 jaar geleden.” Hoewel Zelensky in zijn verklaring refereerde aan WOII, wordt deze oorlog in de geschiedenisboeken van het moderne land vaak een “Duitsland-Sovjetoorlog” genoemd, en zijn nazi collaborateurs zoals Stepan Bandera nu nationale helden in Oekraïne.
Eerder op maandag vierde Zelensky de Dag van de Overwinning door een foto van een Oekraiense soldaat met Waffen SS – insignes op zijn sociale media – accounts te plaatsen, om deze later weer te verwijderen.
