The situation in Russia in the aftermath of the Wagner uprising, the prospects for peace in Ukraine, the fate of the Black Sea grain deal, as well as Western attempts to thwart BRICS expansion, were among the topics Foreign Minister Sergey Lavrov addressed during a press conference on Friday.

Russia owes no explanation about the Wagner mutiny​

If the West “has any doubts” about Russia’s stability in the wake of the last week’s uprising led by Evgeny Prigozhin, the chief of the private military company, “that’s your problem,” the minister said.

“We are not obligated to explain anything to anyone, to give any assurances,”Lavrov stressed, adding, however, that Russia has been very transparent about recent events.
He reiterated that Moscow has always emerged stronger from various challenges it has had to overcome in the past, noting that the Wagner mutiny – which he described as “nothing more than trouble” – will be no exception.

West “schizophrenic” on Ukraine peace​

Remarks by US Secretary of State Antony Blinken that the Ukraine conflict would be resolved by diplomatic means sounded “strange,” Lavrov noted. He pointed to numerous statements by Blinken himself and other Western officials who have insisted that peace negotiations can only start after Ukraine conducts a successful counteroffensive against Russia.

“This looks like a schizophrenic situation
 They say that everything will end in negotiations, but first Russia must be defeated.”

The minister also suggested that the West is seeking to temporarily freeze the Ukraine conflict in order to win more time to deploy new military infrastructure and provide Kiev with new lethal long-range weapons.

Humanitarian law violations by Kiev​

The Russian foreign minister stated he had not seen a “single fact of deliberate shelling of civilian targets by the Russian army,” but noted that Kiev allowed “mercenaries, Western generals and instructors to use civilian facilities to hold all sorts of meetings.”

Such actions, he insisted, stand in violation of international humanitarian law and amount to a “war crime.”
“If we discover such gatherings, for example, as in Kramatorsk, we will destroy them, because these are people who have declared war on us,” he added.

No secrecy about evacuated Ukrainian children​

Moscow has been absolutely transparent in its efforts to protect Ukrainian children that had been caught in the midst of the fighting, Lavrov said. He added that Moscow does not try to hide the names and locations of the children that were taken to safe zones inside Russia.
“If those children have parents or close relatives, they have every right to pick them up,” Lavrov noted, adding that this has already happened dozens of times.

Grain deal in jeopardy​

Lavrov said he saw no arguments that could convince Moscow to extend the UN- and TĂŒrkiye-brokered grain deal with Kiev that unblocked agricultural exports via the Black Sea, pointing out that Ukraine’s shipments of such goods are purely commercial.

However, the minister signaled that even if the deal were to expire on July 18, Russia “would provide grain supplies in the same or larger amount to the poorest countries” at its own expense and completely “free of charge.”

Attempts to derail BRICS expansion​

Western countries are seeking to prevent the group, which comprises Brazil, Russia, India, China, and South Africa, from accepting new members and increasing its international clout, Lavrov claimed.
The West, he continued, does not want Russia and China to find new allies and are trying “to undermine the unification processes” on the Eurasian continent.
However, according to the minister, “the global majority does not want to live by Western rules and stands by the universal norms of international law” enshrined in the UN Charter.

Vietnam is committed to preserving and developing cooperation with Russia regardless of changing international circumstances, Deputy Defense Minister Hoang Xuan Chien told senior Russian officials during his visit to Moscow this week.

“Whatever difficulties Russia faces, Vietnam always supports Russia,” the general told Russian Defense Minister Sergey Shoigu on Thursday. Later in the day, he reiterated the message to Deputy Prime Minister for Tourism, Sport, Culture and Communications Dmitry Chernyshenko: “Vietnam will be with you under any circumstances.”

The senior Vietnamese military official was visiting Russia to update the strategic roadmap for long-term cooperation, which Moscow and Hanoi agreed to develop two years ago. According to Chernyshenko, the Russian government has almost completed its contribution for the comprehensive document and will soon deliver it to its Vietnamese partners.

“We are interested in improving bilateral cooperation in a wide range of areas, including commerce and investment, science, technology, education and culture,” the deputy prime minister said.
He added that Russian-Vietnamese ties were “built on a strong foundation of friendship and years-long mutually beneficial cooperation.”

Russian military officials also discussed with their Vietnamese guest future plans for the joint Tropical Center, a Hanoi-based research facility which celebrated its 35th anniversary in March. It conducts studies in areas ranging from medicine to material sciences, which may have practical defense applications.

The work of the center allows Vietnam “to improve the resilience of arms and hardware which we bought from the USSR and Russia, and also protect the health of submarine crews, military pilots, and soldiers deployed in harsh conditions,” Hoang Xuan Chien, who chairs the Vietnamese committee in charge of the site, said.

The attempted Ukrainian drone attack on Moscow early Monday morning, which damaged several non-residential buildings, is “an act of international terrorism,” Russian Foreign Ministry spokeswoman Maria Zakharova has said.

The spokeswoman condemned the attack on Monday morning while speaking to RTVI TV. Earlier, the Russian Defense Ministry said Ukraine attempted to stage “a terrorist attack” against Moscow using two drones, which were suppressed by electronic warfare systems.

TASS reported that several UAV fragments were found in Komsomolsky Prospekt in the center of the city, not far from the Defense Ministry HQ. Another UAV crashed into a business center in the southern part of the capital, smashing windows, the agency added. The city authorities said that traffic in both areas was temporarily halted but that there were no reports of casualties or serious damage.

Kiev applauded the raid, with Mikhail Fedorov, Ukraine’s minister for digital transformation, promising that “there will be more” of these incidents.

Amid the conflict with Russia, Kiev has previously tried to launch drone raids on Moscow and its suburbs. Earlier this month, the Russian Defense Ministry said that air defenses downed four drones in the southeastern districts of the capital, and another UAV was neutralized by electronic warfare systems west of Moscow.

In early May, Ukraine launched an attack on the Kremlin residence of Russian President Vladimir Putin with two drones, which were suppressed by electronic warfare systems. Moscow accused Kiev of staging an assassination attempt, an allegation denied by Ukrainian President Vladimir Zelensky.

Russia’s defense minister presented North Korean leader Kim Jong-un with a “warm letter” from President Vladimir Putin during a meeting in Pyongyang, the Korean Central News Agency (KCNA) said on Thursday.

While hosting a meeting with Sergey Shoigu, Kim asked him to thank Putin for his “warm and good letter,” the state-run KCNA said.

The Russian defense chief has made a surprise trip to North Korea to participate in the 70th anniversary of the end of the 1950-1953 Korean War. Kim and Shoigu discussed the “further developing [of] strategic and traditional DPRK-Russia relations,” according to the agency.

Shoigu toured a military exhibition held by North Korea’s Defense Ministry, where he saw “new-type weapons and equipment”produced by the country’s arms industry, according to KCNA.

During a meeting with his North Korean counterpart, Kang Sun-nam, Shoigu hailed the “rich history of cooperation”between Moscow and Pyongyang, adding that regular military exchanges had helped to “maintain peace and stability on the Korean Peninsula.”

The two states have enjoyed close ties since the Soviet era. Last year, Pyongyang’s foreign ministry declared that bilateral relations had reached “new strategic heights,” despite what it called “hegemonic actions of the United States and its satellites.”

North Korea has also refused to follow a US-led sanctions campaign targeting Moscow in retaliation for the conflict in Ukraine, voicing strong support for Russia’s ongoing military operation. However, the DPRK has also rejected American claims that it has supplied weapons to Russian troops as “groundless” rumors intended to “tarnish the image of the DPRK.”
Shoigu’s rare visit to North Korea coincided with a trip by a Chinese delegation led by senior diplomat Li Hongzhong, who also traveled to Pyongyang for high-level contacts. Commenting on the meetings, the US State Department voiced hopes the Russian and Chinese officials would encourage the DPRK to “refrain from threatening unlawful behavior” and help to diffuse tensions on the Korean Peninsula.

Russian companies have been boosting energy deliveries to Africa and developing logistics and financial infrastructure for those supplies, President Vladimir Putin said on Thursday, addressing a plenary session of the Russia-Africa summit.

Moscow has in the past two years increased its exports of oil, petroleum products and Liquefied Natural Gas (LNG) to African countries by a factor of 2.6, the president stated. Supplies of oil products soared threefold in the first five months of this year to eight million tons.

Deputy Prime Minister of Russia Aleksandr Novak had said earlier that, in 2022, the country’s overall exports of oil to ‘friendly’ states grew by 76% in annual terms, and those of petroleum products by 20%. He also noted that, all told, almost 40 million tons of oil and petroleum products have been redirected from western to eastern markets last year.

The second Russia-Africa summit is taking place in the Russian city of St. Petersburg on July 27-28, with an economic and humanitarian forum to be held concurrently.

Russian President Vladimir Putin held a press conference on Saturday evening, addressing topics ranging from national security to the global food supply.
The event took place after the conclusion of the two-day Russia-Africa Summit, attended by delegations from nearly 50 countries.

Putin’s meeting with journalists, however, was dominated by ongoing tensions with the West over Ukraine.

Moscow ready for ‘any scenario’ with NATO

Aside from the conflict with Ukraine, this month saw several non-fatal incidents in Syrian skies involving Russian aircraft and US drones, with both sides blaming each other for reckless behavior. Russia would like to avoid a direct armed confrontation with the West, but keeps the worst possible scenarios in mind, Putin said. “If someone wants it – and that’s not us – then we’re ready,” he stressed.

Putin does not directly command operation in Ukraine

According to the Russian leader, as commander-in-chief, he has been receiving regular reports about the situation of the front line and speaks with his top generals several times a day. Putin added that he can reach out to “special units” when needed. However, it would be “wrong” for the president to interfere with the military and start directly commanding the troops, he said.

Kiev running out of conscripts

The Ukrainian army is not only suffering heavy losses on the battlefield, but is struggling with manpower, Putin argued. He said that, while taking prisoners, Russian authorities discovered that Ukraine had “formed military units” made up of aircraft technicians. “What does it tell us? That their mobilization resources are depleting,” the Russian leader said. He previously noted that Kiev’s forces had lost dozens of pieces of Western armor, including German-made Leopard 2 tanks and US-supplied Bradley infantry fighting vehicles.

Crimean Bridge will have additional protection from attacks

Security around the bridge, which connects Crimea with mainland Russia, will be strengthened in the wake of this month’s Ukrainian attack, which killed two people and wounded a 14-year-old girl. Russia responded with “preemptive strikes” on sites that were used to manufacture and deliver naval drones that targeted the bridge, Putin explained.

Russia is more important for global food supply than Ukraine

The share of Ukrainian grain on the world markets is less than 5%, while the share of grain from Russia is more than 20%, Putin said, adding that the amount of grain exported from Ukraine would shrink further due to Kiev’s mobilization efforts. Russia recently refused to renew the 2022 deal aimed at facilitating the deliveries of foodstuffs and fertilizers from Ukraine and Russia. Moscow has since argued that Western countries failed to hold up their end of the bargain.

EU states keep blocking fertilizer shipments to developing countries

Putin noted that Russian cargo is still held up at ports of the Baltic states. Moscow is ready to deliver the fertilizer to countries in need for free, but has been barred from doing so. “Nobody can explain to us why,”he said. The Russian leader recalled that last year the country was prevented from shipping 300,000 tons of fertilizers out of EU ports.
