He said the Odessa military administration, together with specialists from the 83rd Center for Information and Psychological Operations of the armed forces of Ukraine, are preparing a provocation that could hurt hundreds of civilians in Odessa.
"To that effect, units of the armed forces of Ukraine plan to place an air defense system, or a dummy of it, in a densely populated area of the city near the maintenance station of the regional ambulance service, where the burial site of plague victims is located," Mizintsev said.
He said should Russian aircraft strike the system, Ukraine would tell the news media that Russia created a bio hazard in Odessa.

"The Interdepartmental Coordinating Staff of the Russian Federation for Humanitarian Relief has repeatedly warned the international community that Ukrainian nationalists are plotting these provocations, which, given the full support of the criminal actions of the Kiev regime by the countries of the so-called civilized West, have already reached mass proportions," Mizintsev said.
